Adds a new Composter Item to the game
The Composter can be used to break down organic substances into Soil. The item just requires a constant power source but doesn't take any power.
Resource -> Soil Ratios:
- 4 Organic is needed for 1 full canister
- 2 Seeds of any type for 1 full canister
